CAH - CEAP Meeting at TVCCA

Description: In accordance with requirements from the United States Department of Health and Human Services, vendors with large customer bases will be required to provide annual fuel consumption data for their customers that receive benefits from the Low Income Home Energy Assistance Program (LIHEAP) that is administered as the Connecticut Energy Assistance Program (CEAP) in Connecticut. The collection of this data will allow for the determination of a household’s energy burden, with the goal of focusing maximum benefits and energy conservation measures to those households with the highest energy burden in future program years.
The State of Connecticut, Department of Social Services (DSS) modified the Connecticut Energy Assistance Program (CEAP) Supplier/Vendor Conditions of Participation Form several years ago in anticipation of complying with this federal requirement. The following is item # 20 from that agreement:
Provide to DSS, upon written request, the account history for CEAP recipient households serviced by the vendor for the previous twelve (12) months, or the available account history plus estimates if less than 12 months of billing history is available. This information shall be provided at no cost to DSS.
DSS has conducted a pilot of the process for the collection of consumption data, how to utilize it to determine energy burden and its subsequent use in developing the CEAP benefit matrices. The sharing of consumption information began as a pilot project with several vendors in 2015-2016, and expanded in 2016-2017. DSS has identified your company as one of the largest heating oil vendors serving the CEAP, and is requesting that your company begin participating with sharing consumption data. The first period required will be for 2017-2018 (data for last year’s energy season), and it will continue for subsequent program years.
We are pleased to inform you that we are ready to undertake the next steps and have scheduled a meeting for September 18, 2018 to discuss them. The meeting will be held at the Uncas-on-Thames Campus of the Thames Valley Council for Community Action, Inc. (TVCCA).
The meeting is scheduled from 10:00 a.m. to noon, the initial part of the meeting will be an overview of the Performance Measures and a report on TVCCA’s pilot for the collection, and work involved with the data. The rest of the meeting time will focused on the data sharing requirements. As a result, we urge you to include any IT staff that might be involved in the project.
